In a very near future this landscape will change forever.

It's intended to bury the tracks just in order to close wounds in the city. Curiously expressing this intention with these words would be unthinkable, delirious and comical in any European city where common sense prevails. There they don't have shame about their railways nor speculate on burials. It's the perfect example of that culture minister's phrase: "Public money is nobody's". Given what we've seen, cities like Cologne or Zurich will bleed while we continue on as usual.
